Uninstall CleanMyMac as per developer's instructions, or runMalwarebyteswhich will identify it as PUP (Potentially Unwanted Program) and delete it.
No Anti-Virus software or so-called “cleaning” apps are needed or recommended for Mac OS. They can conflict with Mac's own built-in security. At best they will slow your Mac by using unnecessary resources and at worst will bork your entire system.
After that start in Recovery Mode and reinstall Mac OS.
If that doesn't help and you purchased your Mac from Apple, you have 14 days to return it for a full refund. Then you can buy another that will hopefully work as expected.
As far as the chime, don't worry there is no chime on new Macs.
EdIt: You also have free Apple telephone support for 90 days. (800-MYAPPLE)
